$6M For Nonprofits as Part of Refinery Modernization Agreement

Starting Wednesday, March 16, nonprofits serving Richmond and North Richmond can apply for grants ranging from $5,000 to $75,000.

 

It’s part of a new grant program providing $6 million over 10 years to 501(c)(3) nonprofits that aim to use the funds to improve the lives of local residents. The funds for the grant program comes from the Chevron Modernization Project Environmental and Community Investment Agreement (ECIA). The deadline for applications is May 2.

The program has allocated $600,000 in city-issued grants for the 2016-2017 cycle. A wide variety of programs serving local residents are eligible. Examples include equipment for youth sports programs, a new playground and chess club tournaments.

 

“You don’t have to be located in Richmond to be eligible, but you have to serve Richmond residents,” said LaShonda White of the Richmond City Manager’s Office.

 

Along with 501(c)(3) nonprofits, and also organizations with a 501(c)(3) fiscal sponsor, government entities including the city of Richmond can apply for grants. Asked whether that will put nonprofits at a disadvantage, White said that while the city would be issuing grants, it wouldn’t decide who gets them.

 

For that, a panel of community members and stakeholders will be assembled to review and score grant applications, White said. The panel will make recommendations to Richmond City Council for funding consideration.

 

The City of Richmond is seeking individuals interested in joining the panel. All interested panelists should complete a Board or Commission Application and submit it to the City Clerk’s Office.

 

As for groups wanting to apply for grants, the ECIA Request for Proposal applications will be posted online March 16 on the BidsOnline™ System at www.planetbids.com/portal/portal.cfm?CompanyID=14590

WCCUSD Releases Plan for Returning to 100% In-Person Instruction for Fall

The District’s plan includes masking for all individuals indoors, a physical distancing of 3 feet where feasible, hand hygiene, and at-home screening for students and staff.

The West Contra Costa Unified School District released its 100% Return to In-Person Instruction Plan to its community on Monday. WCCUSD’s first day of the 2021-2022 School Year is Monday, August 16.

The plan is available at www.wccusd.net/return2school and follows the California Department of Health (CDPH) guidance and guidelines. The Return to School plan results from three internal working groups and feedback from the WCCUSD community. The plan includes three sections Instruction Core/Social Emotional Learning/Technology, Operations, and Community Engagement/Communications.

WCCUSD’s Board of Education adopted the following statement about the return to school plan at its May 5 board meeting.

“The District will reopen for 100% in-person learning this Fall pursuant to local, state, and federal guidelines and with additional resources provided by WCCUSD to schools in need of them. These resources may include but are not limited to additional counselors, mental health services, custodians, CSO’s, etc., and the district will make these recommendations to the board this summer.”

The District’s plan includes masking for all individuals indoors, a physical distancing of 3 feet where feasible, hand hygiene, and at-home screening for students and staff. WCCUSD is also planning a Restorative Start for the first six weeks of school that focuses on the following:

  • Relationships between students and school staff
  • Students’ social-emotional needs
  • Community partnerships and staff training
  • Relevant and rigorous curriculum
  • Evaluation and implementation of systems for long-term transformation

WCCUSD plans to hold a series of information sessions about the 100% Return to In-Person Learning Plan starting the week of July 26. Details of the session will be available on the District’s website www.wccusd.net.

Community Housing Development Corporation, along with Contra Costa County Board of Supervisors District 1Supervisor John Gioia are celebrating the completion of Heritage Point, an affordable housing community.

Located in North Richmond, Heritage Point features 12, one-bedroom units, 17 two-bedroom units and 13 three-bedroom units. All units are available to households earning at or below 30% to 45% of the median income in Contra Costa County and will be supported by project-based Section 8 vouchers

The $27 million project is a four-story affordable housing complex built in the 1500 block of Fred Jackson Way, across from the Community Heritage Senior Apartments and the Contra Costa Health Services’ North Richmond Center for Health. It is also a quick 15-minute AC Transit bus ride directly from the site to the Richmond BART Station, approximately 2 miles away.

“Heritage Point was a long-awaited project that was over 10 years in the making and we’re proud to have brought it to completion. We have been excited to create quality affordable housing in North Richmond and create a safe neighborhood for our residents to thrive.” said Donald Gilmore, executive director of CHDC. “Last year, because of COVID-19, we shifted our priorities and resources to helping the community, and now it’s time to celebrate this successful project that is bringing vitality back to the North Richmond community. We’re hoping the community will join us for the virtual celebration,” Gilmore said.

Housing is considered affordable when a household spends no more than approximately 30% of its income on housing.

However, in some of the largest and more expensive cities across the country, the cost of housing outpaces the cost of living raises annually, which has continually happened in the Bay Area where the cost of housing has risen to a point where households that bring in six figures can now be considered low income.

In 2018, CHDC had an official groundbreaking ceremony on May 3. During the official groundbreaking for Heritage Point Gioia said he hoped the development would be a catalyst for more investment in the area.

“This is momentum to continue revitalization of North Richmond and this development will have a big impact on Fred Jackson Way,” Gioia said. CHDC is working diligently with community partners to ensure more services will follow, such as a business resource center and grocery store.

“Supervisor Gioia is proactive in sharing CHDC’s mission, work and community impact and will be joining CHDC to celebrate the Open House of Heritage Point,” said Gilmore.

New Job Sows SEEDs of Opportunity for Richmond Residents

SEED LLC, the Independent Holiness Church and the Contra Costa Building and Construction Trades Council announced that they will host a job expo at Richmond’s Nicholl Park next month.

Called the “SEED-Contra Costa Building and Construction Trades Council Job Expo,” the event will take place on August 28. The day before, August 27, SEED will conduct a community clean-up of Nicholl Park, which is located at 3230 Macdonald Ave.

SEED (Southside Economic Empowerment Development) is a Richmond-based company dedicated to engaging community-based entities, faith-based organizations, private businesses and public agencies in creating local economic, educational, entrepreneurial and non- profit development opportunities.

Activities and services will be provided for up to 1,000 family members of all ages, including back-to-school haircuts, school supplies and a play construction zone for children. Various building trade representatives will offer opportunities for enlistment and union construction company representatives will have opportunities for employment.

Public agencies can help community members get misdemeanor records expunged and faith-based organizations will provide encouragement and assistance with life’s challenges. 

Some stipends will be provided for attendees to pay initial fees to join. Current union members in attendance who have need will be eligible for assistance with FastTrak passes/parking tickets, PPE/tool support and housing rental or utility assistance. Such assistance is available until budgeted amounts are gone.

The event is set for Saturday, August 28, 2021, from 8:30 a.m. (set-up) to 5:00

p.m. (clean-up). The most current city, county, state and federal COVID-19 guidelines will be in place

Activities for the event are paid for by booth space fees ($1,000 for a 10’x10’ tent or $1,500 for a 10’x 20’ tent) and donations from local businesses and private citizens.
