Solar power is abundant, affordable, and accessible in the District of Columbia. Every single solar panel that is installed with the projected $300 million that will go to build solar projects in our nation’s capital over the next five years will cut utility bills, create jobs, and build wealth – but for whom? There are only three certified minority and woman-owned solar businesses operating in D.C. The problem with our new green economy is that it’s propagating the same old inequities instead of reflecting the beautiful diversity of the places we live. That’s why we’re celebrating Black History Month by calling for a new chapter in the story of the solar industry in America, starting right here in Washington, D.C.

We see the disparities first hand as part of the leadership team of Groundswell, a D.C.-based nonprofit that builds community power. When we issued our first RFP for a community solar project, there were few to no minority or woman-owned solar businesses and hardly any woman or people of color on the leadership teams of the companies that responded. We wanted to know why and what we could do about it, so we reached out to NYMBUS Holdings, a local minority-owned research firm, for answers.  Their new report is a wake-up call that includes immediate and measurable steps we can take together to close the gap and make sure that solar is delivering on the promise of being power to, for, and by the people.

It’s the right thing to do. The District of Columbia is a richly diverse community that is blessed with some of the most progressive solar energy policies in the country. Not only is our city committed to using 100% clean energy, we have the nation’s biggest solar incentives and a Solar for All program that delivers free solar power to our low-income neighbors who are struggling to pay utility bills. The policies that make D.C. a great place for solar are enabled by the people of Washington, D.C. Our thriving local solar industry should look like Washington, D.C., too.

We’re not alone. These same inequities are tragically common themes at every level within the green movement. A new report about diversity in the environmental field by Green 2.0 shows that it is still predominantly male and increasingly white. The solar sector is no exception. Nationally, fewer than 30% of the people working in the solar industry are female. But when you look at who pays the most for energy, more than half of families paying disproportionately high electricity bills across the United States are African American. It’s not fair.

We’ve got to do better. The growth of the solar industry generates more than clean power – it creates jobs and builds wealth. It holds the promise of lifting more lives beyond financial stability towards greater ease. If more solar power just makes the same people richer, we’ve failed.

We can’t wait. We’ve got to get serious, set goals, and keep score. As the NYMBUS report highlights, while all the data sources tell the same story about the sad state of solar industry when it comes to diversity, there are no comprehensive, consistently measured and validated annual reports. Equitable economic participation belongs right next to 100% renewable energy on Washington, D.C.’s clean energy scorecard. To win, we’ve got to recognize that the technical, regulatory, and financial complexity of the solar industry presents significant barriers to new people and businesses entering the field. Taking a page from the tech industry’s playbook, launching a clean energy incubator could support local entrepreneurs with the knowledge and networks they need to succeed.

That’s just the beginning of what turning Washington, D.C.’s solar leadership into equitable economic empowerment could mean. The opportunity is now, and Washington’s got what it takes. Let’s put the people in solar power and make it Made in D.C.

Housing, energy, food and gas are four essential household expenses, and their rising costs are forcing residents—especially lower-income households—to make difficult trade-offs, Assemblymember Rhodesia Ransom (D-Stockton) said at a conference on affordability last week in Sacramento.

Ransom, a member of the California Legislative Black Caucus (CLBC), noted a shift in consumer behavior, stating, “Before people used to choose between things that they wanted and things that they needed.”

“Now, what we’re hearing from constituents is they are prioritizing their needs differently,” she said. “Because of the affordability crisis, it’s no longer about choosing between other needs. Our constituents are now saying ‘what needs to be prioritized?’ Gas and food are at the top of the list.”

Ransom made the comments about affordability at Capitol Weekly’s informational conference titled “Affordability: The Cost of Living in California,” which was held on April 30 at the University of California’s Student and Policy Center.

Co-hosted with the University of California Student and Policy Center, the political conversations focused on identifying policy solutions to the state’s extremely high prices for energy, food, and essentials.

The keynote speakers at the conference were former Assemblymember Lorena Gonzalez, president of the California Federation of Labor Unions, and Mike Madrid, a political strategist, author, and senior fellow at UC Irvine.

Conversations about affordability are taking on greater urgency as the election season kicks in, speakers said.

According to an April 2024 report by the Greenlining Institute, low-income Black Californians are struggling with affordability due to a combination of historical systemic barriers and modern economic pressures. The Greenlining Institute is a California-based policy, research, and advocacy nonprofit founded in 1993 to fight systemic racism and economic injustice.

Black households in California experience the highest levels of rent burden; approximately 65% of Black renters, according to the Greenlining report. Historical “redlining” and ongoing discrimination have restricted homeownership. Black families also pay 43% more for energy than White households, partly because they are more likely to live in older, less energy-efficient rentals.

In addition, roughly 1 in 3 Black adults (36.5%) reported household food insecurity in late 2025, more than double the rate for White adults. This is often exacerbated by “food deserts” in predominantly Black neighborhoods.

In March, Assembly Minority Leader Heath Flora (R-Ripon) expressed concerns about affordability in California, describing it as a crisis where families are being “pushed to the edge.”

“Californians should not have to choose between putting food on the table or filling up their car,” Flora stated. “We need to cut costs now. Not tomorrow, not next week, not next month. Now.”

Cuts to the federal Supplemental Nutrition Assistance Program (SNAP) funding are being driven by the Trump Administration’s One Big Beautiful Bill Act (H.R. 1), which is reducing federal spending by approximately $187 billion through 2034.

Those reductions are putting more pressure on the state to help, Ransom said. According to the AAA Gas Prices website, as of May 8, California’s gasoline prices averaged over $6 per gallon in some areas, with various locations experiencing spikes of $7 to $8 per gallon. In California, fuel prices are driven by refinery maintenance and market volatility, while high food prices are linked to rising transportation costs, experts say.

When we talk about breaking barriers in science, technology, engineering, and mathematics, the name Mary Jackson deserves a place at the top of the list.

Jackson was born in 1921 in Hampton, Virginia, a place that would later become central to her groundbreaking work. From an early age, she showed a strong aptitude for math and science—subjects that, at the time, were not widely encouraged for African American women. But Jackson was not one to be limited by expectations. She earned degrees in mathematics and physical science from Hampton Institute (now Hampton University), setting the foundation for a career that would change history.

Before joining NASA, Jackson worked as a teacher and later as a research mathematician at the National Advisory Committee for Aeronautics (NACA), the agency that eventually became NASA. Like many African American women of her time, she began her career as a “human computer,” performing complex calculations by hand. It was in this environment that she worked alongside brilliant minds like Katherine Johnson, forming part of a powerful group of African American women whose calculations helped launch America into space.

Jackson’s life took a significant turn when she was offered the opportunity to work in a wind tunnel, a facility used to test the effects of air moving over aircraft structures. It was here that her passion for engineering truly took flight. However, there was a challenge: to become an engineer, she needed to take advanced courses that were only offered at a segregated high school.

Jackson did something truly remarkable. She petitioned the city of Hampton for permission to attend those classes. She didn’t accept “no” as an answer. And she won.

In 1958, Jackson became NASA’s first African American female engineer.

But Jackson’s impact didn’t stop there.

Later in her career, she chose to step away from her engineering position—not because she couldn’t continue, but because she wanted to make a difference. She moved into roles focused on equal opportunity, working to ensure that women and minorities had access to the same opportunities she fought so hard to get.

Jackson’s story gained wider recognition through the book and film Hidden Figures, which highlighted the contributions of African American women at NASA. But long before the spotlight found her, Jackson was doing the work—quietly, persistently, and brilliantly.

Jackson retired from Langley in 1985. Among her many honors were an Apollo Group Achievement Award and being named Langley’s Volunteer of the Year in 1976. She served as the chair of one of the center’s annual United Way campaigns and a member of the National Technical Association (the oldest African American technical organization in the United States).

She and her husband Levi had an open-door policy for young Langley recruits trying to gain their footing in a new town and a new career. A 1976 Langley Researcher profile might have done the best job capturing Mary’s spirit and character, calling her a “gentlelady, wife and mother, humanitarian and scientist.”

For Jackson, science and service went hand in hand.

She died on Feb. 11, 2005, at age 83, at a convalescent home in Hampton, Virginia.

California lawmakers are moving forward with a study to explore a mileage-based tax as a potential replacement for the state’s traditional gas tax — a shift supporters say is driven by declining fuel tax revenues as more drivers switch to fuel-efficient and electric vehicles.

The research, tied to Assembly Bill (AB) 1421, would extend and support work by the state’s Road Usage Charge Technical Advisory Committee through 2035.

Under current law, California depends heavily on revenue from the gas tax to fund roads, highways, and infrastructure, but those revenues are projected to shrink as electric vehicle use grows and overall gasoline consumption drops. The mileage study would look at a “road charge” system where drivers pay based on how many miles they drive, rather than how much gas they buy.

The bill does not yet enact a new tax. Instead, it extends the study and advisory work until 2035 and would have the Legislature receive findings and recommendations, with a report due by Jan. 1, 2027.

Republicans in the California Legislature have been vocal in their opposition. Assembly Republican Leader Heath Flora criticized the proposal.

“We already pay the highest gas taxes in the nation. Now Sacramento is talking about adding a new tax for every mile people drive,” Flora said. “Piling on another tax right now shows just how out of touch politicians in Sacramento are with the reality working families face.”

The plan has drawn broader GOP criticism from leaders outside the Legislature as well. California Republican gubernatorial candidate Steve Hilton called a mileage fee “absolutely outrageous” and said, if elected, he would veto the tax, adding that tracking and charging drivers for every mile is unacceptable.

Supporters say the study is a pragmatic response to long-term funding challenges.

On the Assembly Floor on Jan. 29, Assemblymember Lori Wilson (D–Suisun City), the bill’s author, said that California’s transportation funding is “becoming less stable, less equitable, and less sustainable as more drivers switch to fuel-efficient and zero-emission vehicles.”

“Drivers using the same roads often pay different amounts for that use,” Wilson continued. “Low income and rural commuters who must drive farther and less efficient vehicles can pay more while others contribute less despite roadway impacts.”

Wilson and other supporters contend that a per-mile road charge could ensure that all drivers contribute fairly to the costs of maintaining roads, regardless of the type of vehicle they drive.
