$62B Education Cuts Proposed, College Aid Could be Slashed

Every budget defines priorities and values. To put it another way, what’s really important in life gets supported financially. For many families, having a home, food, and utilities usually rank pretty high. Then there are other budgetary concerns like saving for college or having a ‘rainy day’ fund to cover less frequent costs that can be much higher than the size of the next paycheck.

Government budgets, built on taxpayer dollars, also reveal priorities.  At the federal level, budgets are proposed by the executive branch, but it is the legislative branch that passes and funds budgets. What is in the best interest of the nation is supposed to be the guiding force in government budgets.

But as Sportin’ Life sang in the folk opera Porgy and Bess, “It ain’t necessarily so”.

The White House’s FY 2020 proposal cuts Education funding by $62 billion compared to that of FY 2019. Even worse, as the cost of higher education continues to climb, federal student aid would be seriously slashed while other programs would be totally eliminated.

Some of the most disturbing college federal cuts affect programs that lessen the amount of student loans that need to be borrowed for every academic term. As rising college costs have worsened the financial challenge faced by many Black and other low-wealth families, the availability of grant programs that do not have to be repaid and/or work-study programs are key sources for many college students and their families.

Among its many revisions, the Trump Administration stands ready to risk a sizeable portion of the proposed $7.25 billion in Pell Grant funding next year. This program is the single largest source of grant aid for low-income households for post-secondary education.

On March 26, the Fiscal Year (FY) 2020 Education budget was the focus of a hearing before the House Appropriations Subcommittee for Labor-Health and Human Services-Education. Secretary Betsy Devos delivered testimony that expanded upon previously released materials from the Trump Administration.

“Since President Trump took office, Congressional appropriations for U.S. Department of Education programs have increased dramatically – in spite of the Administration’s call to slow spending,” said Secretary DeVos. “We are not doing our children any favors when we borrow from their future in order to invest in systems and policies that are not yielding better results.”

In response, Connecticut’s Rep. Rosa DeLauro, the subcommittee chairwoman did not mince words. “This budget underfunds education at every turn”, said DeLauro who added “This budget inflicts harm.”

Even Rep. Tom Cole from Oklahoma who serves as the subcommittee’s Ranking Member viewed the White House proposal as “short-sighted”.

Representatives DeLauro and Cole were absolutely correct.

The Work-Study program that brings campus-based jobs to students would suffer a double blow. Its monies would be reduced by 55 percent and remaining funds would be shared with proposed pilot program that targeted to private sector employers for workforce development of nontraditional and low-income students.  That’s the window dressing on these cuts.

The Work-Study program that received over $1.2 billion in 2019 would be cut to $500.4 million. Secondly, instead of students working on campus, they would need to figure out how to reach employment at private business.

Not every student has a car. Nor is public transit always available near college campuses. These businesses would supplement their revenue streams with public monies but the profits derived would still be private.  Previously, Work-Study was jointly funded by the federal government paying 75 percent of hourly wages, with the remaining 25 percent paid by the college employer.

What for-profit business wouldn’t want the government to pick up 75 percent of its labor costs? Seems that the private business – not the student – is the greater concern with this budget.

“Betsy DeVos has some explaining to do – her disinterest in prioritizing quality and affordable education for students is disheartening and erodes the confidence the public has in the Department of Education,” said Debbie Goldstein, an EVP with the Center for Responsible Lending.

Currently, the formula-based Pell Grant award averages $4,251 per participating student. Next year as proposed, the program’s average award will be slightly less at $4,149 and traditional grant recipient students would be forced to share those funds with others enrolled in workforce development training that does not accrue credit hours or traditional academic terms.

Regular readers of this column may recall, many career and technical training institutions are also for-profit entities that in recent years have either failed to provide the training promised, or the earnings assured by admissions personnel – or both. In the worst-case scenarios, tens of thousands of students have been enrolled at the time of closures that came with little or no notice.

The Supplemental Education Opportunity Grant is need-based and financially helps low-income, undergraduate students. For the past two fiscal years, this program was funded at $1.7 billion. If the Trump Administration’s proposal holds, no monies will support this program next year.

The Iraq and Afghanistan Service Grants are available to students whose parent or guardian was a member of the Armed Forces and died as a result of their military deployment in either Iraq or Afghanistan after September 11, 2001. In FY 2019, the average grant in this program was $5,293. In FY 2020, the White House would end it with no appropriation.

These are only a few of the cuts proposed to higher education at a time when education is more important today than ever before. The global economy requires a highly-skilled and knowledgeable workforce. It seems so ironic that this White House keeps placing businesses before the needs of people.

“Instead of punishing for-profit institutions that have deceived students and encouraged them to take on unaffordable levels of student debt, Secretary DeVos will defend President Trump’s proposal to extend taxpayer money to finance unproven short-term programs, many of which will be offered by these very same for-profit college,” added Goldstein.

Here’s hoping that Congress will hear a loud outcry on gutting federal financial aid. Enacting a budget that represents the needs of people should and must prevail.

The National Probate Reform Coalition (NPRC) has learned that aside from rampant theft of properties occurring through probate court, deed theft extends even further with the support of banks, police, judges, attorneys and “the system” to steal Black and Brown properties.

Deed and title fraud are rising, with FBI data showing over 9,300 complaints and $173.6 million in losses in 2024 alone.

To that end, NPRC invited Evangeline Byars of The People’s Coalition to Stop Deed Theft as their keynote speaker on May 7.

Deed theft victims reach out to Byars because she has a reputation of getting things done.  Introduced to community organizing at Medgar Evers College in 2011, Byars was mentored by Harry Belafonte and gained further movement training in 2012-13 through his “Gathering for Justice.” Byars also trained with the Youth Brigade 32BJ, Union in 2012 where she learned to map, target, and execute actions.

With that knowledge as an advocacy worker, Byars ran for president of TWU Local 100 for transit workers.  During challenges of the union and political changes in New York when unions no longer had friends in government, they organized.

In 2025, deed theft victims approached Byars and told their stories.  Byars investigated, and discovered rampant, unrelenting theft of properties, primarily from Black and brown families, got involved and helped them with their fight, teaching them how to sustain their fight at the grassroots level while remaining politically independent.  This independence gave them the ability to move without co promise.

Deed theft is the taking of someone’s deed through fraudulent mortgages or a stranger that accesses property records, prepares paperwork and files for an owner’s property. New York is a’ first notice’ state, which means whoever appears first on record is the designated deed holder.

Deed theft escalated between 2013-23, the outcome of the subprime market, when people faced mass foreclosure and short sales. By 2014 people, primary Black and Brown, were fighting for their property.

In California, title theft (deed fraud) is a fast-growing threat often targeting high-equity homes, vacant land, and rentals. As of 2024, California leads the nation in real estate fraud with over 1,583 cases costing roughly $24.8 million in losses in a single year, reflecting the state’s prime position for scammers due to high property values, the FBI reports.

Byars says, “Deed theft affects Black and Brown people: it is by design, leading to the erasure of people of color homeownership that is happening nationwide. In every big city across the United States, towns and municipalities, we are witnessing a mass exodus of Black and brown people.  This theft cannot occur without judges, notaries and law enforcement, it is a syndicate of players working together for the removal of people by illegal ejectment or eviction.

The People’s Coalition to Stop Deed Theft does court watch and constantly highlight the inequities in the court system.

Byars says, “This is a human rights crisis.  Because of Wall Street and what New York signifies to the nation, know that no state is safe.  Any person can come and create paper terrorism, slap forgery notes on homes; engage in illegal guardian procedures; initiate foreclosures; apply for fraudulent loan modifications; then there’s outright theft and forgery, just taking people’s homes.  Believe me, it’s happening nationally and on the daily, These predators also target seniors over the age of 60 and women.”

The People’s Coalition to Stop Deed Theft take direct actions against perpetrators and are working with the New York District Attorney to create an office dedicated to gighting deed theft.

“Two ways to protect your deed is to keep a note, never satisfy your mortgage, because the bank is the biggest gangster, but if you’re making a payment, it keeps them in check.  Or put your home in a living trust, once you have a trust, it hides the owner’s name and protects the person from predators.”

The Office of Mayor Barbara Lee, in partnership with the City of Oakland and regional employers, hosted a successful Hire Oakland job fair this week at Frank H. Ogawa Plaza, bringing together job seekers and employers for a day focused on opportunity, connection, and economic mobility.

With more than 2,000 RSVPs, the event on Wednesday reflected strong demand across Oakland for access to quality jobs and career pathways. Attendees participated in on-site recruitment, application support, and hands-on workshops designed to help job seekers navigate hiring processes and prepare for interviews.

Over the course of the day, employers and community partners engaged directly with residents in a welcoming, high-energy environment centered on opportunity and hope. Participating employers included EBMUD, Samuel Merritt University, the City of Oakland, BART, PG&E, AC Transit, East Bay Regional Parks District, Southwest Airlines, FedEx, and many others offering immediate openings and career pathways across sectors.

Workforce development partners Oakland Private Industry Council (OPIC) and Lao Family Community Development provided connections to résumé support, interview coaching, and individualized job search assistance throughout the event.

The strong turnout underscores a clear reality: Oakland residents are eager for pathways into meaningful work, and sustained investment in youth and workforce programs is essential.

That is why Mayor Lee has prioritized relaunching the Oakland Police Cadet Program and the Mayor’s Youth Employment and Education Program (MYEEP)—ensuring young people have early access to paid work experience, mentorship, and long-term career pathways, according to a City press statement.

“The turnout shows what we already know—Oaklanders are ready to work, ready to grow, and ready to build their futures here at home,” said Lee. “When we connect people directly to employers and invest in young people early, we are not just filling jobs—we are changing lives and strengthening our city’s future.”

The Hire Oakland job fair is part of the City’s broader effort to strengthen workforce pipelines, expand access to good-paying jobs, and ensure Oakland residents are first in line for local opportunity.

Tenants say the County of Marin is ignoring federal law requiring resident council participation

Marin City public housing residents say the County is illegally depriving them of their rights to participate in renovation decisions that affect the future of their housing, raising deep concerns over whether the county ultimately will find a way to displace them.

According to regulations established by the U.S. Department of Housing and Urban Development (HUD), Marin City public housing residents have the right to organize, elect resident councils, and hold public housing agencies accountable for involving them in management decisions.

Without resident participation, the Board of Housing Commissioners, made up of the five Marin County Board of Supervisors and two resident comissioners, has approved a $226 million project.  The plan calls for renovation of the 296 units in Golden Gate Village (GGV) and focuses on interior improvements. The project is scheduled to start in July.

Residents’ concerns have a long history, said Royce McLemore, president of the Golden Gate Village Residents Council and a 50-year resident of Marin City,

With no current MOU mandating training and participation of residents, the legal basis for all the redevelopment decisions made by the county since 2024 is questionable, said Terrie Green, executive director of Marin City Climate Resilience. “We are experiencing voicelessness. If residents had a voice, we wouldn’t be where we are today,” she said.

County decisions include a plan, in line with federal regulations, to convert GGV from public housing to a public-private enterprise that allows for private investment. The Marin Housing Authority has created a limited partnership that includes Burbank Housing – which will renovate the units and manage the property – and Wells Fargo Bank, the investor.

This change in federal policy regarding public housing, which includes a shift to a Section-8 voucher system, has resulted in gentrification across the country, particularly affecting African Americans in cities such as San Francisco.

Shifts in criteria of what is considered affordable could also end up pricing residents out of their living units. At present, low income in Marin County is officially considered $156,000. But the median household income in Marin City is significantly lower at $68,846

Damian Morgan, a community advocate with Marin City Climate Resilience, questioned why the county is renovating apartments without fixing toxic infrastructure that is impacting the lives of people in GGV.

Morgan said tenants have filed a class action lawsuit because of unsafe conditions at Golden Gate Village.

Residents are also concerned that the County still does not have an adequate family plan for temporary displacement while their apartments are being renovated.  Although the County has suggested other community apartments as alternatives, nothing concrete has developed except vacant public housing units that have the same toxic conditions, such as mold and mildew.

Green said it doesn’t make sense. “…Why are we moving people around into temporary housing that’s uninhabitable, when you should be dealing first with the infrastructure, the foundational work, replacing old and rusted water pipes and new sewers.”

Morgan questions the County’s motivation for neglecting infrastructure repairs. “They’re remodeling the units but leaving the decayed infrastructure in place. I feel like they’re just setting this up for it to fail.”

“What slowed it down a little is that GGV is a historic preservation district, but I think what they’re striving for is demolition by neglect,” he said. “The neglect has always been on their part.”

Architect Ora Hatheway said her concern is about cutting corners. “You have to deal with the land issues. You have to deal with grading and drainage, and that’s being brushed under the rug.”

In an interview with KGO TV, Marin County Supervisor Stephanie Moulton-Peters responded to some of these concerns.  She said residents are guaranteed the right to return to their homes.

“This is a concern that we take seriously,” she said. “Every resident will move back into their own unit, and we’ve given this to them in writing. Before they leave their unit, we will sign a document together that guarantees their right to return.”

In response to residents who feel left out of the planning process, she said community input has focused on those affected by the first phase of the project. “So other residents may not have heard quite as much or felt like they had as much contact. But if there are residents who have concerns, we’re happy to hear from them. You can contact my office or the housing authority directly,” she said.

While County leaders may be giving some updates to some tenants, they are not sitting at the table with the Residents Council nor giving residents a voice in decision-making, said McLemore.

Without a voice in decisions, tenants are worried that Black people may be forced out of public housing, resulting in gentrification, she said in an interview with ABC 7.  It’s still paternalistic, she said.  “It’s still that ‘We know what’s best for you.’’’

Several years ago, the Residents Council proposed a land trust plan that would give tenants homeownership rights.  Though the plan had broad support throughout the county, it was rejected by the Board of Supervisors

In the final analysis, Green said, for Marin City tenants the fight is not just for decent housing but to maintain their community with dignity under conditions of mutual respect.

“We’re talking about people who came here to work in the shipyards during World War II to bring about peace and safety to this country,” she said. “Look at the discrimination we’ve faced down through the years. Look at the life-span issue of Marin City folks – almost 20 years less than the rest of the County.”

“We want educational equity so our children will have decent schools. We need a land trust, property ownership, so we can have wealth creation. Marin City needs the same quality of life as other communities in Marin County.”
