Russell Lowell Bouligny Sr., aged 70, passed away on April 25, 2019 in Union City, CA.

Russell was a loving husband, father, grandfather and friend to everyone.

He had a long career in finance and served as the fiscal director for the Cypress Mandela Training Center in Oakland. His passions were golf, fishing and bowling.

He was born in New Orleans, La., on Nov. 8, 1948, to Houston and Ethel Bouligny and died on April 25, 2019.

“Russell’s passing is a great loss to Oakland’s non-profit organizations as his accounting expertise was essential in helping us comply with complicated governmental funding requirements,” said Gay Plair Cobb, former CEO, Oakland Private Industry Council, Inc.

Art Shanks, Director of the Cypress Mandela Training Center added, “His contribution to the success of our program cannot be overstated. His dedication will be hard to replace.”

Russell is survived by his wife of 50 years, Bonnie; son, Russell Bouligny Jr.; daughter-in-law Maria Bouligny; grandchildren Jordyn, Marianna and Yasmine; great-grandchildren Nalylah, Otto Jr. and Darren Jr.; siblings Kathy Knighten and Osmund Bouligny and a host of many loving nieces, nephews, cousins and friends.

He was preceded in death by his parents and his eldest brother Houston Bouligny, Jr.

Quiet hour will be held on Monday, May 13, 2019, from 5:00 p.m. to 9:00 p.m. at Chapel of the Chimes, 32992 Mission Blvd., Hayward, CA.

Funeral services will be held on Tuesday, May 14, 2019 at 11:00 a.m., at Palma Ceia Baptist Church, 28605 Ruus Rd. in Hayward.
