Congressman Bobby Scott Refused to Be Distracted as he Spearheads Two Important Bills

NNPA NEWSWIRE — The congressman’s comments and the advancement of the Rebuild America’s School Act comes as a new report revealed that white school districts receive $23 billion more in funding than non-white districts despite serving the same number of students.

The controversial blackface and sexual assault scandals that have rocked the Virginia leadership and the drama that regularly surrounds President Donald Trump simply act as distractions, said Democratic Virginia Rep. Bobby Scott.

Those distractions lead the media and others to take their eyes off what’s vital to everyday life, particularly for African Americans, said Scott, the chairman of the House Committee on Education and Labor.

The congressman highlighted two important bills he recently spearheaded that’s received little or no attention.

His committee voted last month in favor of the Rebuild America’s School Act that would provide about $100 billion for school infrastructure and Scott and his colleagues also advanced the Paycheck Fairness Act which toughens penalties that businesses face for gender-pay disparities.

“The first thing we have to do is focus on the issues. We can’t spend all of our time talking about [the scandals] and not talking about equity in education,” Scott said.

“In 1954, the Supreme Court ruled that it is doubtful that any child may reasonably be able to succeed in life if denied an opportunity of an education; that such an opportunity is a right that must be equal for all,” he said.

The congressman’s comments and the advancement of the Rebuild America’s School Act comes as a new report revealed that white school districts receive $23 billion more in funding than non-white districts despite serving the same number of students.

The report highlighted that despite more than a half-century of integration efforts, the majority of America’s school children still attend racially-concentrated school systems.

Authors of the study said that’s a reflection of the long history of segregation with policies related to everything from voting to housing that have drawn lines and divided communities.

Because the school system relies so heavily on community wealth, the gap reflects both the prosperity divide in America and the fragmented nature of school district borders, designed to exclude outside students and protect internal advantage, according to the report’s authors.

For every student enrolled, the average non-white school district receives $2,226 less than a white school district, the report revealed.

“After the 1954 Supreme Court ruling, we turned around and funded education with the real estate tax, guaranteeing that the wealthy areas will have more resources than low-income areas,” Scott said.

Adam Clayton Powell spearheaded legislation in the 1960s that put more money into low-income areas and the Higher Education Act passed under President Lyndon B. Johnson that assured that no child would be turned away from college because he’s poor, Scott said.

“Then there was the Pell Grant which assured that a child could go to any college and not incur that much debt. You can have equity in K-12 but you’ve got to have Head Start … and we have to make sure that legacy continues,” he said.

Scott reiterated that Americans’ focus needs to change from indulging in the soap opera that has resulted from past actions of the current Virginia governor, lieutenant governor and attorney general as well as Trump.

After a hearing that resulted in the advancement of the Paycheck Fairness Act, Scott said reporters cornered him.

“Not about education or the Paycheck Fairness Act,” he said.

“They wanted to know, ‘What’s up with your governor? What’s up with your lieutenant governor? What’s up with your attorney general? No one wanted to talk about education and labor.”

Scott said public schools in the U.S. are at a literal breaking point and noted that one estimate found that school infrastructure is shortchanged by $46 billion every year.

Reportedly, Scott’s bill has 164 co-sponsors in the House, and all of them are Democrats, although Scott said when he introduced the bill that he believes the proposal has bi-partisan appeal.

With the Paycheck Fairness Act, the bill removes many of the legal defenses that businesses use to claim that they aren’t discriminating and makes it unlawful for businesses to inquire about a worker’s wage history or use it as a hiring factor if they know, among other provisions.

“Even when wage discrimination is discovered, workplace rules that restrict information about wages and pay raises often keep working women from holding employers accountable for discrimination,” Scott said.

He continued:

“Our challenge is to try and ignore all of the distractions and do what I’ve done [getting important legislation advanced]. [The Black Press of America] is the only place you will read  that these great things are happening because all the other news outlets will report on distractions.”

Philadelphia Eagles quarterback Jalen Hurts found Darius Cooper with nine seconds left for the game winning touchdown as his team beat the Tennessee Titans 24-20 in Nashville. Hurts finished the day 26/37 for 264 yards. He threw for two touchdowns and two interceptions.

Prior to the final drive, the Eagles ran 25 plays for 45 yards. During the final drive Hurts went 6-8 with 61 passing yards and the touchdown. Titans defensive tackle — and team captain — Jeffery Simmons said this week that the way to defend Jalen Hurts is to make him “play quarterback.”

Hurts said to Simmons after today’s game: “You started that sh**. I had to finish it.”

Running back Saquon Barkley suffered a stinger in the first half but he ultimately finished the game. He had four carries and nine yards and one catch for eleven yards. He will get an MRI for his injury, but admitted to Cameron Wolfe of the NFL Network he was fine.

Caleb Williams leaves game against Vikings with apparent lower-body injury

Chicago Bears quarterback Caleb Williams was helped off the field with a right leg injury with 7:42 remaining in the fourth quarter. Williams was down, writhing in pain after scrambling to his left. After departing the injury tent, Williams raised his right fist, acknowledging the crowd while expressing his frustration. Testing will commence on Monday to find out more details about his injury.

“We’ll know tomorrow,” Johnson admitted regarding Williams’ injury. “He’s in good spirits. He’s a team player.”

Williams finished the day with 138 passing yards and one interception.

“I’m actually happy it’s nothing with the knee — that was my first inclination,” Johnson said. “But, a hamstring could be pretty damaging as well. So, we’ll see. We’ll see how bad it is tomorrow and we’ll go from there.”

Bryce Young once again dominated the Falcons

Carolina Panthers quarterback Bryce Young is 5-1 against the Atlanta Falcons and is undefeated at Mercedes-Benz Stadium. Today, Young threw for 287 yards and three touchdowns as he led the Panthers to a 34-3 dismembering of the Atlanta Falcons. Georgia Tech alumnus Darren Waller caught two touchdowns and linebacker Devin Lloyd returned one of his two interceptions for a touchdown.

Cooper Rush started his second straight game for the Falcons and it did not go well. The partisan crowd voiced their displeasure after Rush completed 10/17 passes for 86 yards and two interceptions. Jack Strand entered the game for Rush prompting cheers from the Falcons fans. The rookie threw a pick-six on his first career pass attempt. Strand was the first QB to accomplish that feat since Sam Darnold in 2018 and is the first Falcons player to do that since Brett Favre in 1991. Strand finished the day with 59 passing yards and 16 rushing yards.

According to reports, quarterback Michael Penix, Jr. is expected to make his season debut this Thursday at the Green Bay Packers. His return should help the Falcons. They are the first team since the 2008 Rams to not run any plays in the red zone after the first two games to open a season.

The bright spots for the Falcons today were the Spelman College Jaguarettes performing with the Falcons cheerleaders and Florida A&M’s marching band, The Marching 100, also performed during halftime!

Jayden Daniels gets carted off after apparent arm injury

Washington Commanders quarterback Jayden Daniels appeared to injure his left elbow on the final play of the first half in his game against the Dallas Cowboys. During the play, Daniels got stepped on, braced himself for the fall, and his elbow bent the wrong way. Daniels draped a towel over his head as he exited the field on the cart.

He was later ruled out.

Daniels suffered a dislocated elbow to the same arm during week nine of last season against the Washington Commanders, which led to him being shut down for the remainder of the season.
