Community Opposes High Rise Development That Threatens Geoffrey’s Inner Circle

City Council chambers were full for the May 17 Planning Commission hearing, and almost all the 40 speakers who had signed up to make presentations talked about the importance of the Inner Circle as part of Oakland and Geoffrey Pete as a stalwart community and business leader who has served the city for decades.

An outpouring of community supporters – young, old, jazz lovers, environmentalists and committed Oakland partisans – spoke out at a recent Planning Commission hearing to support Geoffrey Pete and his cultural center – The Inner Circle – an historic Oakland landmark whose future is threatened by a proposed skyscraper that out-of-town-developer Tidewater Capital wants to build in the midst of the city’s Black Arts Movement and Business District (BAMBD).

City Council chambers were full for the May 17 Planning Commission hearing, and almost all the 40 speakers who had signed up to make presentations talked about the importance of the Inner Circle as part of Oakland and Geoffrey Pete as a stalwart community and business leader who has served the city for decades.

The speakers argued passionately and persuasively, winning the sympathy of the commissioners, but were ultimately unsuccessful as the Commission unanimously approved the high-rise to be built either as a residential building or office tower on Franklin Street directly behind Geoffrey’s building.

Mr. Pete has said he would appeal the decision to the City Council. He has 10 days after the hearing to file an appeal on the office building. His appeal on the residential tower has already been submitted.

Mr. Pete said the Planning Department still has not published the boundaries of the BAMBD. “Tidewater’s applications and subsequent applications should not be approved until the Planning Department fully acknowledges the existence of the BAMBD,” he said.

“This (proposed) building poses a grave danger to the historic (Inner Circle) building next to it, arguably Oakland’s most meaningful historic building,” Pete said.

“We’re here to advocate for what’s best for the African American district and community that has gotten no representation, no advocacy, as of yet,” he said. “The (commission) is guilty, the City of Oakland is guilty, and Tidewater is guilty.”

One of the first speakers was Gwendolyn Traylor, known as Lady SunRise, who directly addressed the developers.

“With all due to respect to your business, it’s not a need of this community. I would like to ask you to reconsider the location …What is being (promised) here does not add to the healing of this community,” she said.

Naomi Schiff of the Oakland Heritage Alliance emphasized that Geoffrey’s Inner Circle is a treasure of Oakland’s history.

“Our first concern is the integrity of the historic district, in particular the former Athenian-Nile Club, now Mr. Pete’s equally historic venue, which has been the location of a great number of important community events,” she said. “It would not be OK with us if the integrity of the building were damaged in any way, no matter how much insurance (the developer bought) because it is very difficult to repair a historic building once it’s damaged.”

The Inner Circle was previously owned and operated by the Athenian-Nile Club, one of the Bay Area’s largest all-white-male exclusive private membership club, where politicians and power brokers closed back-room deals over handshakes and three martini lunches.

Cephus “Uncle Bobby X” Johnson pointed out that commissioners and the city’s Planning Department have “acknowledged that you went through the entire design review process without even knowing that the Black Arts Movement and Business District existed.”

The district was created in 2016 by City Council resolution. “At the heart of the opposition to this building is the desire to further the legacy of local Black entertainment and entrepreneurship exemplified by businesses like Mr. Pete’s … a historical landmark and venue (that serves) thousands of people who listen to jazz and other entertainment and hold weddings, receptions, and memorial services,” said Uncle Bobby.

This development is taking place within a context in which the “Black population in Oakland has decreased rapidly … because of the city’s concentration on building houses that are not affordable for people who currently live in Oakland,” he said.

John Dalrymple of East Bay Residents for Responsible Development said, “This project will result in significant air quality, public health, noise, and traffic impacts. He said the city has not adequately studied the (unmitigated) impacts of this project on the Black Arts Movement and Business District.

“This project is an example of what developers are being allowed to do when they don’t have to follow the law, and they don’t have to be sensitive to our city’s culture and values,” he said. The commission should “send a signal today that we will no longer be a feeding ground for the rich.”

Prominent Oakland businessman Ray Bobbitt told commissioners, “Any decision that you make is a contribution to the systemic process that creates a disproportionate impact on Black people. Please do yourself a favor, (and) rethink this scenario. Give Mr. Pete, who is a leader in our community, an opportunity to set the framework before you make any decision.”

Though the City Council created the BAMBD, the 2016 resolution was never implemented. The district was created to “highlight, celebrate, preserve and support the contributions of Oakland’s Black artists and business owners and the corridor as a place central historically and currently to Oakland’s Black artists and Black-owned businesses.”

The district was intended to promote Black arts, political movements, enterprises, and culture in the area, and to bring in resources through grants and other funding.

Community Celebrates Turner Group Construction Company as Collins Drive Becomes Turner Group Drive

The event drew family, friends, and longtime supporters of Turner Group Construction, along with a host of dignitaries. The mood was joyful and warm, filled with hugs, handshakes and belated New Year’s greetings. Guests enjoyed hors d’oeuvres and a festive display of gourmet cupcakes as they conversed about the street sign reveal.

It was a family affair on Friday, Jan. 23, at the corner of Hegenberger Road and Collins Drive in East Oakland as community members, local leaders, and elected officials gathered to celebrate the renaming of Collins Drive to Turner Group Drive. The renaming saluted the Turner Group’s 45-plus years of economic development and community investment.

The event drew family, friends, and longtime supporters of Turner Group Construction, along with a host of dignitaries. The mood was joyful and warm, filled with hugs, handshakes and belated New Year’s greetings. Guests enjoyed hors d’oeuvres and a festive display of gourmet cupcakes as they conversed about the street sign reveal.

Special guests included former Alameda County Supervisor Keith Carson, veteran broadcaster Valerie Coleman-Morris, Chevron Senior Public Affairs Representative Andrea Bailey, community leaders Cephus “Uncle Bobby” Johnson and Beatrice “Aunt Bea” Johnson of the Oscar Grant Foundation, and Oakland City Councilmembers Ken Houston, Carroll Fife, and Kevin Jenkins. Members of WEBCORE, the Nor Cal Carpenters Union, the National Association of Minority Contractors (NAMC), Swinerton and Alten construction companies, activists Elaine Brown and David Newton, and many others joined the celebration.

Inside the event tent, an emotional Oakland City Councilmember Ken Houston spoke of his deep connection to the Turner family.

“I grew up on the same street with the Turners,” he said. “When my father passed away, their parents and siblings embraced me like family. This is our city, and it’s an honor to name this street Turner Group Drive because of the love and effort this company and family have given. Many dreams came out of this building. I wouldn’t be where I am today without the Turners.”

Councilmember Kevin Jenkins, whose father once taught the Turner brothers, added, “Len Turner is an amazing person. He’ll help anyone.”

Oakland Mayor Barbara Lee praised the company’s legacy, noting its creation of the Construction Resource Center, which trains and mentors the next generation of builders and developers through partnerships across the region. “This is a great day for Oakland and a profound acknowledgment of the Turner Group’s contribution to our community,” she said.

Fife echoed that sentiment: “This is a day for celebrating Black excellence. The Turner Group has poured into people and the community, showing us what’s possible.”

Among the many family members in attendance was the Turners’ 92-year-old patriarch, whose presence underscored the strength of the family’s legacy.

A touching highlight of the event came when Coleman-Morris was honored for her lasting mentorship of LaTanya Hawkins, now program manager of the Construction Resource Center. In 1979, Hawkins, then a fourth-grader, wrote Coleman-Morris a letter seeking advice. Coleman responded with words of encouragement that inspired Hawkins to pursue her dreams. The two stayed in touch for decades. On stage, they embraced as Coleman reflected on “the power of small acts of kindness to change a life.”

Coleman-Morris also shared reflections on leadership and community spirit, saying, “If we change the way we look at things, the things we see will change.” She then recited the Serenity Prayer, reminding the crowd, “We are a powerful community, we just need to believe it.”

Company leaders Len and Lance Turner closed the ceremony with words of gratitude and humor. Len thanked his mother, wife, family, legal team, and longtime supporters including Carson, Geoffrey Pete, and the late Dorothy King of Everett & Jones Barbecue. He also acknowledged the challenges the company had overcome, saying, “Without all of this support, I wouldn’t be here today.”

Through Turner Group Construction and the Construction Resource Center, the Turners have created new opportunities for underrepresented groups in the construction industry and continue to inspire the next generation of builders.

New Bill, the RIDER Safety Act, Would Support Transit Ambassadors and Safety on Public Transit

The RIDER Safety Act would allow public transit agencies to hire transit ambassadors trained in de-escalation, crisis response, and rider education and engagement. Acting as a visible, non-enforcement presence to deter low-level incidents and reduce conflict, transit ambassadors would ease the burden from law enforcement and enhance public safety.

A new federal bill would support transit ambassador, or transit support specialist, programs at public transit agencies across the country.

The bill, (D-CA-12), H.R. 6069, the Rapid Intervention and Deterrence for Enhanced Rider Safety Act, or the RIDER Safety Act, was introduced Jan. 30 by Congresswoman Lateefah Simon. (D-CA-12), H.R. 6069, the Rapid Intervention and Deterrence for Enhanced Rider Safety Act, or the RIDER Safety Act.

This legislation is based on Congresswoman Simon’s work at Bay Area Rapid Transit (BART) to create a first-in-the-nation Transit Ambassador Program, which previously earned a prestigious nationwide award for “Innovation in Public Safety.”

She announced the bill at a press conference at the 19th Street BART Station alongside BART leaders and other supporters

The RIDER Safety Act would allow public transit agencies to hire transit ambassadors trained in de-escalation, crisis response, and rider education and engagement. Acting as a visible, non-enforcement presence to deter low-level incidents and reduce conflict, transit ambassadors would ease the burden from law enforcement and enhance public safety.

This bill would also create jobs provide meaningful work, training opportunities, and a pathway for career growth in local communities. In the House of Representatives, the bill is also co-led by Representatives Shomari Figures (AL-02), Nellie Pou (NJ-09), Mark DeSaulnier (CA-10), and John Garamendi (CA-08).

“I am incredibly proud to champion the RIDER Safety Act in Congress and continue my work to ensure transit is safe, accessible, and affordable to everyone. We have seen the success of the transit ambassador programs here in the East Bay, and I am dedicated to bringing this proven public safety model to the rest of the country,” said Congresswoman Simon.

“These are strong local jobs for people who want to support public safety on transit and serve as a resource to individuals who may be in crisis or in need of services,” she continued. “Strengthening safety on transit benefits us all and helps ensure our public transportation systems remain places of opportunity, dignity, and trust.”

“This bill is critical to ensure the safety of every passenger who relies on public transportation across the country,” said Congresswoman Nellie Pou. “The RIDER Safety Act builds on successful transit models already implemented in communities, including the Bay Area Rapid Transit (BART) through the leadership of Congresswoman Lateefah Simon during her time as BART President. By providing transit stations with medically trained, unarmed personnel, we can strengthen safety standards, reduce fare evasion, and give riders a greater peace of mind when getting from one place to the next.”

Dorothy Lee Bolden: Uniting Domestic Workers

Domestic work followed Bolden beyond high school. According to sources from the New York Times, Bolden said she would wake “at 4 a.m. to leave home by 6 a.m., and be on the job by 8 a.m., perform all those duties necessary to the proper management of a household for eight hours, leave there by 4 p.m. to be home by 6 p.m. where I would do the same things I’ve done all over again for my own family.”

Her first experience with domestic work was at the age of nine. For $1.25 per week, Alabama-born Dorothy Lee Bolden (1923–2005), alongside her mother, washed soiled diapers for a White employer. Little did anyone know that this profession would spur Bolden to spearhead the movement for basic dignity and respect for generations of domestic workers.

Domestic work followed Bolden beyond high school. According to sources from the New York Times, Bolden said she would wake “at 4 a.m. to leave home by 6 a.m., and be on the job by 8 a.m., perform all those duties necessary to the proper management of a household for eight hours, leave there by 4 p.m. to be home by 6 p.m. where I would do the same things I’ve done all over again for my own family.”

It was Bolden’s experiences working as a domestic in 1940’s Atlanta that inspired her civil rights activism. A White female employer demanded that Bolden remain beyond her shift and wash dishes. Bolden refused. She was arrested and held in a county jail because “she was crazy.” There was no other reason for disobeying an order from a White person.

Bolden was never sentenced or institutionalized, but this event was the seed that grew into organization that would protect domestic workers across the United States: the National Domestic Workers Union of America.

Rosa Parks had made public transportation a major breeding ground for civil rights activism, so Bolden began organizing during the long bus rides her peers made to the wealthy neighborhoods. Many were fed up, working long hours for little pay, with little to no worker protections.

This organization of women would go on to fight for worker’s rights, create training programs, and teach workers to advocate for themselves. It was also important to Bolden to teach communication skills.

In the book Household Workers Unite, Bolden is quoted as saying: “You have to teach each maid how to negotiate… And this is the most important thing — communication. I would tell them it was up to them to communicate.”

But respect for Bolden’s activism was not shared by everyone. Although she consulted presidents Ford, Reagan, and Carter, she received several death threats from the Ku Klux Klan.

The New York Times reported that during the makings of an oral history project, Bolden said that “men claiming to be members of the KKK called her house and spoke about “whipping my behind,” but in coarser terms. “I told them any time they wanted to, come on over and grab it,” Bolden said during the interview. “It didn’t scare me, didn’t bother me. It made me angry. It made me determined to do what I had to do.”

Representative John Lewis of Georgia said that Bolden “spoke up, and she spoke out, and when she saw something that wasn’t fair, or just, or right, she would say something.”

The NDWU of America ran until the mid-1990s, but Bolden’s legacy lives on.
