Barbara Lee, 4 More Black Congresswomen

 Congressmembers Barbara Lee led four other Black congresswomen in announcing on Monday the reintroduction of The Creating a Respectful and Open World for Natural Hair (CROWN Act) in the House of Representatives

Lee and Bonnie Watson Coleman (NJ-12), Ilhan Omar (MN-05), Ayanna Pressley (MA-07) and Gwen Moore (WI-04 simultaneously released a letter sent to Vice President Kamala Harris urging her to use her platform as the first Black woman to hold that office to help ensure the bill reaches the President’s desk this Congress. New Jersey Senator Cory Booker also announced reintroduction of the CROWN Act in the Senate. 

“As a woman of color, we know that you understand personally the ways in which bias – overt discrimination and its equally harmful unintentional and systemic counterparts – shapes so much of the world,” the letter to Vice President Harris from the five bill co-leads reads. “We know that you are deeply committed to ending these biases and using your office to ensure equitable access and opportunity for everyone. We ask that, among your priorities, you advocate for the passage of the CROWN Act.”

The CROWN Act, which has become law in a number of states and cities nationwide and passed in the House of Representatives in 2019, would help bring an end to race-based hair discrimination and remove a massive and entirely illogical educational and employment barrier facing African Americans. 

    In the school setting, Black students are disciplined at a rate four times higher than any other racial or ethnic group, and research has found that 70% of all suspension disciplines are discretionary, many stemming from dress code violations, including “unapproved” hairstyles. Meanwhile, in the workplace, bias against ethnic and natural hairstyles contributes to reduced opportunities for job advancement, particularly for women. 

These concerns and others drew support from the Congressional Caucus on Black Women and Girls, which today released a letter to House and Senate leadership urging quick work in both chambers to get the bill to President Biden.

The CROWN Act would:

  • Provide research, statistics, and precedent to support a sense of Congress that there is a need to define and prohibit hair discrimination in the workplace, schools, and housing to enforce the protection of civil rights.
  • Prohibit discrimination based on an individual’s style or texture of hair by including an individual’s style of hair that is tightly coiled or tightly-curled, locs, cornrows, twists, braids, Bantu knots, Afros and any other style of hair commonly associated with a race or national origin in the definition of racial discrimination.
  • Provide clear definitions that describe the enforcement mechanisms of the bill.

When Oakland Mayor Barbara Lee announced that she would proclaim Thursday, April 9, as “100 Black Men of the Bay Area Day,” the organization’s board chairman and owner of D. Monaghan’s on the Hill, Danny Lee Williams knew he wanted to mark the historic moment with fanfare his community could share.

Standing at the podium on the patio of his restaurant in the Oakland Hills, he welcomed about 150 members of the organization and the broader community who gathered to celebrate.

“This is a special day, and we are in the midst of our Economic Empowerment week,” he said. Williams also welcomed four vendors to sell their gifts and accessories during the event free of charge.

Lee shared how as a single parent of two boys, she was grateful to have the organization’s support in mentoring her sons.

“Today, my adult son is a member in Illinois, and I thank the organization for supporting so many Black boys.”

The idea for the proclamation originated with Oakland City Councilmember Kevin Jenkins, who praised the organization for its leadership and contributions to Oakland and the greater Bay Area.

“This work that we do would not be possible without partnerships with organizations like the 100 Black Men,” said Jenkins. “We’re saving lives, restoring communities, and giving people hope and opportunities.”

“This is Oakland,” said Mayor Lee. “This is what we’re about. It’s about new ideas, thinking outside the box and being who we are. It’s about bringing joy. This is our holiday.”

The mayor also thanked the organization for volunteering during Oakland Cleanup days.

Councilmember Janani Ramachandran added that while many complain about problems in the city, “the 100” put in the work.

“It’s hard to be in the community and do the work, but that is exactly what the 100 Black Men does,” she said.

The organization’s economic chair and associate director of Diversity Equity and Inclusion at the University of California Berkeley’s Business School, Marco T. Lindsey, shared his enthusiasm for change.

“Today is the culmination of our work and something special is happening in our organization and our city,” he said.  “We have a special opportunity to show up for our community now in ways that we haven’t had in the past. We have a mayor that supports us and it’s important that each and every one of us do our part. We all need our fingerprints on whatever we want to see in our city.”

Lindsey also expressed that if underserved youth and their parents had access to the resources needed for success, “Our youth wouldn’t be breaking windows and joining gangs if they had a pathway to earn $75k to $100k a year.”

The 100 Black Men were hosts of an Economic Empowerment Forum at McClymonds High School on April 11 educating students on entrepreneurship and financial literacy. On Sat., April 18, they will hold their fifth annual Career Expo at Contra Costa College 2600 Mission Bell Drive (G225) in San Pablo from 8 a.m. to 3 p.m. The 100 Black Men chapter of the Bay Area was established in 1988, one of the earliest in the nation.

Oakland Mayor Barbara Lee Office has responded to the announcement that OPD Chief Floyd Mitchell has decided to resign.

Chief Mitchell announced last week that he will be stepping down from his position after 18 months. His final day will be Dec. 5.

“I want to thank Chief Mitchell for his dedicated service to Oakland and his leadership during a critical time for our city,” said Mayor Lee.

“Under his tenure, we have seen significant reductions in crime – a testament to his commitment to public safety and the hard work of our police officers,” said Lee. “I am grateful for Chief Mitchell’s collaboration with our administration and his focus on community-centered policing.

“The women and men of the Oakland Police Department have my full support as we work together to ensure a smooth transition and continue building on the progress we’ve made for Oakland’s residents,” Lee said.

Under Mayor Lee, Oakland Is Cutting Red Tape for Small Business Permits

One of Mayor Barbara Lee’s top priorities, along with housing, illegal dumping, homelessness, and public safety has been to respond to calls for permit reform, a longtime concern of economic development groups and community advocates who have complained that complex and restrictive permit rules are squashing small businesses.

According to Robin Abad, ombudsperson for the City of Oakland, the goal of permit reform is to “streamline and reduce bureaucracy for small businesses.”

“Permit reform impacts so many aspects of our local economy,” Abad said. “With the right changes, more entrepreneurs will be able to realize their dreams by starting up businesses in Oakland, and we’ll be able to retain the rich and diverse small business community we enjoy here.”

Abad said permit reform is already underway. Recent code amendments have relaxed rules for businesses in Downtown Oakland, the Broadway-Valdez district in Uptown, and the area around the Lake Merritt BART Station.

More amendments will be proposed this fall to expand those relaxed rules to commercial districts across the whole city.

The changes will make it easier for businesses such as medical offices, banks, tutoring facilities, pet groomers and fitness studios to open in ground-floor retail spaces up to a certain square-footage.

Makers and sellers of artisanal goods — such as furniture making, textile production, and metalworking — could operate in commercial zones citywide with no square-footage or floor-level requirements. And businesses in these zones could have billiards tables and arcade games without a special permit.

Currently, these activities are either not permitted or require an application for review by the Bureau of Planning. Some conditional permit applications also must go through a public hearing, where community members can weigh in, before the permit can be approved.

“We have expanded places where land use regulations don’t require extensive approval processes, so it’s much easier to open up,” Abad said. “These changes are part of stimulating local business and inviting folks to open up businesses in Oakland.”

Further, until recently all businesses, like arts and entertainment venues, had to apply for a special permit to sell alcohol. This required a Planning Commission hearing, which could take up to a year.

This was a separate permit on top of a liquor license from California State Alcohol Beverage Control, the latter of which is required for all businesses that serve alcohol and is granted at the state level.

This flexible new permit now makes it easier for bars, nightclubs, theaters, pool halls, museums, art galleries, salons, and similar venues in central business district zones to serve alcohol.

Other proposed changes include the addition of entertainment and food sales in dispensaries that have an existing onsite consumption permit to operate as cannabis cafes.

These changes come in response to the passage of California State Assembly Bill 1775, authorizing cities to permit cannabis cafes that provide valid county health permits for preparation, sale, and consumption of non-cannabis food and beverages at state-licensed and locally permitted cannabis dispensaries with onsite consumption lounges.

“Visit Oakland” already offers a Cannabis Trail, and the introduction of cannabis cafes could contribute to cannabis tourism in The Town.

Changes like these require amendments to the city’s planning code. Already, the Downtown Oakland Specific Plan, adopted in 2024, prioritizes new zoning that allows flexible ground-floor uses for customer-oriented artisan production, office, and retail use.

Abad said the city aims ultimately to expand the planning code amendments to all commercial corridors in Oakland. Ideally, this expansion would go before the City Council to be adopted before the end of this calendar year.

“We have many incredible small business entrepreneurs and restaurateurs here in the City of Oakland, and that’s part of what makes Oakland beautiful and wonderful,” Abad said. “We want to encourage local enterprises to open as much as possible. So, let’s cut out any unnecessary procedures and streamline the process.”
