Shanelle Scales-Preston Becomes First African American Woman on Contra Costa County Board of Supervisors
The former Pittsburg City Councilmember represents District 5, which includes Alhambra Valley, Antioch (North), Bay Point, Briones, Clyde, Concord (North), Crockett, Hercules, Martinez, Mt. View, Pacheco, Pittsburg, Port Costa, Reliez Valley, Rodeo, Tormey and Vine Hill. She succeeds former Supervisor Federal D. Glover, who retired in December 2024.

Shanelle Scales-Preston became the first African American woman elected to the Contra Costa County Board of Supervisors when she took the oath of office on Tuesday.
The former Pittsburg City Councilmember represents District 5, which includes Alhambra Valley, Antioch (North), Bay Point, Briones, Clyde, Concord (North), Crockett, Hercules, Martinez, Mt. View, Pacheco, Pittsburg, Port Costa, Reliez Valley, Rodeo, Tormey and Vine Hill. She succeeds former Supervisor Federal D. Glover, who retired in December 2024.
Scales-Preston is also chair of the Board for local electricity provider Marin Clean Energy (MCE).
“This moment is about building bridges—bridges to equity, community safety, economic opportunity, and a brighter future for all,” Scales-Preston said. “Together, we will strive to ensure that every voice is heard, every neighborhood thrives, and every family has the opportunity to succeed.”
Also at Tuesday’s meeting, District 2 Supervisor Candace Andersen was sworn in as chair of the five-member County Board, and District 3 Supervisor Diane Burgis became vice chair.
Contra Costa County Supervisor John Gioia represents District 1, which includes Richmond, San Pablo, El Cerrito, part of Pinole and unincorporated Bayview, East Richmond Heights, El Sobrante, Kensington, Montalvin Manor, Tara Hills, North Richmond, and Rollingwood.
